A digital self-assessment for national DVI capability
MWJ has developed a structured digital assessment system that enables national authorities and DVI organisations to conduct their own capability assessment without requiring an external assessment team to be continuously present on site.
The organisation provides the professional knowledge, institutional experience, operational information and available evidence. The MWJ system provides the structured assessment methodology, question architecture, analytical framework and reporting structure.
This creates a practical way for an organisation to examine its own capability, establish a structured baseline, identify strengths and development needs, and determine where further attention may be required.
The assessment is designed to support the organisation — not to audit it. It can be conducted internally, including through a structured multidisciplinary assessment process. Where appropriate, MWJ can provide additional methodological, technical or professional support, but the capability assessment remains owned by the organisation.
Three connected domains
- 01 — Governance, Leadership & National Strategy — The institutional and strategic environment within which national capability is governed, supported and developed.
- 02 — Crisis Response Architecture — The wider crisis and disaster response environment within which specialist DVI capability operates.
- 03 — DVI Capability — The specialist DVI and Mass Fatality Management functions and supporting capabilities required for effective national response.
The current assessment architecture contains 398 structured questions across the three domains. The purpose is not simply to produce a score. It is to create a structured understanding of: Where are we? What do we have? What works? Where are the gaps or development needs? What matters most? What should happen next?
Assessment comes first. Development follows the identified need.
